A) Difference is 8 GB (LOL, sorry, couldn't resist, not fully awake yet)
B) For the most part 8GB is plenty for most users, where 16 and more comes in handy is for Power Users doing extreme multi-tasking and people that use RAM intensive processes and very large data sets, as in working with CAD, photos, video, etc..........also for users that use a RAMDisk

We can use Virtual Machines as an example.. with 8GB you can only have 5 VMs active without lag. With 6, you experience delay and the system is not useable. If you upgrade to 16GB, now you can have 10 VMs without lag.
