F3-12800CL8D-4GBTD Specs

I bought two pairs of F3-12800CL8D-4GBTD modules the last year. And the sticker in the pack, says CL 8-8-8-21 1.65V.
Now, a friend of me bought another pair, and the same sticker says CL 8-8-8-24 1.6V.

So, why are they different if they are the same memory model?

The chips change all the time, so the spec may slightly change as well. This is part of the reason why if you purchase 4GB now, it may not work with another 4GB of the same model 2 years later. We do not keep stock for that many years of production.
