I did a build using this RAM 12800CL9D-4GBNQ) paired with the Asrock M3A770DE and a Phenom II 925 Quad Core processor and I'm not getting the full speed as specified for this memory. Any help on how to correct this would really be appreciated.

Manually set DRAM Frequency to DDR3-1600, DRAM Timings tCL 9 - tRCD 9 - tRP 9 - tRAS 24 - Command Rate 2, DRAM Voltage 1.50V. If you continue to have issues, you may need to increase the Northbridge to x11 2200MHz, CPU-NB Voltage +0.1V, and see if that stabilize the memory at DDR3-1600. Your CPU is not guaranteed for DDR3-1600, which is why this tweaking may be necessary.
