RMA'd memory feels slow/sluggish

Hi, i have a set of F3-14900CL8Q-16GBZM memory, just had it RMA'd and now my computer feels slow/sluggish. I have it properly installed to the best of my knowledge. XMP 1, 8 9 9 24 at 1.5v, when i check memory using CPU-Z under the spd tab there is no listing on any of the 4 slots, under memory its shows correct 8 9 9 24 2 1.5v 933.2 mhz. Any help would be apprecaited

DO you have the latest BIOS? What are your system voltages? DRAM should be about 1.5 - 1.55, VTT prob about 1.15. What OC is the CPU at? if on stock that can drag it down, prob want at least 3.9
